Are You an OSHA Target?
A careful read of OSHA’s Site-Specific Targeting Directive for 2014 (issued 2/2/2014) reveals some telling
expectations for this year’s OSHA inspections.
The Directive specifically lists 5093 SCRAP & WASTE MATERIALS as a targeted industry.
In addition, those companies who have a DART rate above 15 can expect a visit from OSHA.
The Notice also tells us how to avoid an inspection altogether:
“If the [inspector] discovers that the establishment is a Voluntary Protection Programs (VPP)
site, exit the site without conducting an inspection. The site must be deleted from the
inspection list.
If the establishment is an On-site Consultation SHARP site, exit
the site without conducting an inspection if it is still within the deletion period approved
by the Regional Administrator.
If an establishment is a VPP applicant, and a VPP on-site review has been scheduled for
within 75 calendar days, programmed inspections will be deferred.
If an establishment is in pre-SHARP status, it may be deferred for up to 18 months.”
The preceding comments from the Directive support OSHA’s comments last year that VPP and SHARP are
alive and well.

Una cuidadosa lectura de la Directiva de Objetivos Específicos del Lugar para 2014 de la OSHA (publicada el 2/2/2014) revela
algunas expectativas notables de las inspecciones de la OSHA para este año.
La Directiva enumera específicamente 5093 CHATARRA Y MATERIALES DE DESECHO como industria objetivo.
Además, aquellas compañías que tengan un índice de Días de Trabajo Perdidos, Restringidos o Transferidos (Days Away, Restricted
or Transferred, DART) superior a 15 pueden esperar una visita de la OSHA.
La Notificación también nos informa cómo evitar una inspección por completo:
“Si descubre [inspector] que el establecimiento es un sitio de los Programas de Protección Voluntaria (Voluntary Protection
Programs, VPP), abandone el sitio sin realizar una inspección. El sitio debe borrarse de la lista de inspección.
Si el establecimiento es un sitio del Programa de Reconocimiento de Logros de Seguridad y Salud (Safety and Health
Achievement Recognition Program, SHARP) de Consulta en el Sitio, abandone el sitio sin realizar una inspección si todavía
está dentro del período de eliminación aprobado por el Administrador Regional.
Si un establecimiento es un candidato a los VPP y se ha programado una revisión de los VPP en el sitio en un lapso de
75 días calendario, las inspecciones programadas se aplazarán.
Si un establecimiento se encuentra en un estado anterior al SHARP, podrá aplazarse por hasta 18 meses”.
Los comentarios precedentes de la Directiva apoyan los comentarios de la OSHA del año pasado que señalaban que los VPP y el
SHARP están plenamente vigentes.
